Former presidents Joe Biden, Barack Obama, George W. Bush, and Bill Clinton are all attending the ceremony in New York commemorating the 25th anniversary of the September 11 terrorist attacks. Bush was eight months into his first term when the deadly attacks occurred.

While President Donald Trump initially planned to join, he decided to skip the ceremony and instead will be at the Pentagon today. Since 2012, the 9/11 Memorial & Museum has prohibited politicians from making remarks, which the New York Timesreports factored into Trump’s decision to miss the ceremony. Instead, Vice President JD Vance will represent the Trump administration at the event.

The ceremony will focus on a reading of the names of the victims; family members will read aloud the names of those killed. In addition, per the 9/11 Memorial & Museum, which organizes the event, “Throughout the ceremony, we will observe seven moments of silence, acknowledging when each of the World Trade Center towers was struck and fell, the times of the attack on the Pentagon and the crash of Flight 93, and to honor those who lost their lives to 9/11-related illness and injury in the years since.”
This will be the first year there will be the seventh moment of silence remembering those who died of 9/11-related illness and injuries. “The story of the health effects of 9/11 has always been a part of the story. It’s just become more of a centerpiece as time goes on because the consequences are becoming clear over a longer period of time,” said Beth Hillman, president and CEO of the National 9/11 Memorial & Museum.
The four former living U.S. presidents all recently reunited at the opening of the Barack Obama Presidential Center in Chicago, Illinois this past June.
